White Collar Tarot Card WIP IV

I need a better way to do gradients, when I do them in photoshop using gaussian blur or the gradient tool they end up striped and choppy, drives me crazy. The bottom half of the sky line is a mess because of that.  I'll probably have to redo the whole skyline to get more uniform colour and depend less on 'blur'. Still lots of detail to put into the pants, and I need to figure out how I'm going to draw that damn bridge.

This is based of the Tarot Card 'The Hanged Man'. 

The Hanged Man is a soul suspended between two worlds. He has a different perspective on things, what is right to him is seen as wrong to others. He may seem trapped by his ankle, but he has allowed himself to be hung willingly. He is waiting to be reborn, but such rebirth always comes with a sacrifice which he must be willing to make.
